The Institute of Administrative Sciences at University of the Punjab is holding its first International Conference on strategic directions in the fields of Governance, Management and Human Resource Management. The conference aims to provide a venue for academic conversation and scholarly dialogue on the strategic directions that governance mechanisms in the public sector, management of organizations and human resource management practices take due to the peculiarities in the culture and context of countries in Asia and beyond. In light of the economic volatility and the subsequent financial austerity measures there is a growing need for innovative methods to improve the efficiency and quality of public service delivery, products and services, and HR practices in order to meet the rising expectations of the citizens, customers, employees and other stakeholders. Moreover, the policy transfer and diffusion of best practices originating in the west, has resulted in emphasizing practical considerations; and highlighting the significance of culture and context. The application of co-production, collaboration and electronic governance in public service mechanisms have been vigorously changing the conventional perceptions on how public services should be delivered and governed. Similarly, the management of for profit or not for profit organizations is witnessing change in response to the global best practices; that are being adopted and implemented without taking into account the contextual and cultural relevance. The conference invites participants to reflect on the above and contribute theoretical, conceptual and empirical submissions that address the following themes with special reference to governance, management and human resource management practices. Objectives & Outcomes
The primary objective of the conference is to bring together academics, professionals, practitioners and students to promote knowledge transfer, take stock of the emerging trends in the fields of governance and management. It will provide a platform to those actively engaged in research and practice in the field, to share their research findings and contribute to theoretical development of the discipline in light of the contextual realities of developing countries. The conference will not only provide a forum to researchers to discuss, examine and propose innovative ideas but will also act as a networking platform that may result in mutually beneficial research collaborations. The conference will lead to the following outcomes:
- Provide an opportunity to postgraduate research students to present their research and get feedback at the PhD Colloquium
- To encourage knowledge transfer among academia, professionals, practitioners and industry
- Promote indigenous research and inculcate research culture in social sciences
- To develop an indigenous body of knowledge in the fields of governance, management and human resource management, grounded in the contextual realities of each country

Institute Of Administrative Sciences - A Profile
The Department of Public Administration, which is now the Institute of Administrative Sciences (IAS) at University of the Punjab, was established in 1962 after the Government of Pakistan decided to move the postgraduate program of Public Administration, from the University of Karachi to University of the Punjab. The Institute of Business and Public Administration (IBPA), which later became IBA, was established at the University of Karachi in 1959 with the technical assistance provided by the USAID Mission to Pakistan. The IBPA started two separate postgraduate degrees in Business Administration and Public Administration. However Public Administration program was discontinued without producing any graduates.
The newly established Department of Public Administration (DPA) of the University of the Punjab continued to receive technical assistance under a U.S. AID funded project. Under this project, a team of professors from the University of Southern California (USC) under the headship of Professor Dr. Don R. Larson developed the academic programs and local faculty members were inducted who were later sent to USC for doctoral studies. This US trained faculty, after the departure of American professors, on completion of the USAID’s project, led and managed the Department of Public Administration in the later years. The name of the department was later changed to the Department of Administrative Science.
In 1974, the Department of Administrative Science extended academic support to Gomal University for establishing the teaching departments of Public and Business Administration. Besides this, several national training institutions and government departments utilized the expertise of IAS for professional development. With all these achievements, IAS can rightly claim to be the pioneer institution in the field of public management and governance in Pakistan. It is the first department to offer a degree in Public Administration at the postgraduate level. Since, its upgradation to an Institute, IAS has come a long way. It currently offers a range of academic programmes from the undergraduate, graduate to postgraduate level in the field of management and public administration. The faculty at the institute has doctorate degrees from top universities in US, UK, China, Europe, Australia and Pakistan and is actively engaged in research and teaching at national and international level.

Institute of Administrative Sciences (IAS) is located in the Lahore District in the Punjab province of Pakistan. Lahore is the second largest city in Pakistan and is not just about bricks and mortar but it is an alive, pulsating city, rich with its flavour of colourful festivals and traditions that are deeply influenced by the generous and hospitable spirit of its residents. Lahore is home to many historical places like Badshahi Mosque, Lahore Fort, Minar-e-Pakistan etc. and is a food hub with some of the best restaurants in the country serving a variety of cuisines. Sightseeing and tourist activities will be planned after the conference to give the international participants a flavour of our rich heritage, culture and hospitality.
Abstract Guidelines
The authors are invited to submit an abstract of 500 words to conf2018@ias.edu.pk in Word (.docx) format with the email subject “Conference Abstract”. The abstract should include title of the proposed paper, overview of the main argument, key literature, research methods, research findings, theoretical and practical implications, and references. Deadline for submissions is 7th January, 2018.
Submitting an abstract signifies that at least one of the authors will participate in the conference if the abstract is accepted. Submitting an abstract also represents a commitment that the featured ideas are original.
